Right.
Whenever Creep and I talk on the phone we usually greet each other by saying, "what's up, fag?" Based on that its perfectly okay for someone I don't know to walk up to one of us and say, "what's up fag?" Yep. No difference at all. I'm sure that if some person who I don't know at all walked up and said that to me and said that I'd assume that the person was just joking. I'm sure Creep would feel the same way.
